Groundtruthing
Groundtruthing is a very effective way to volunteer! Local advocates have the best view of future housing sites in their cities, and HCD has explicitly asked for volunteer support on this front. Groundtruthing is the act of examining the housing sites in a city’s site inventory and confirming if they are suitable for the construction of housing. Site inventories can usually be found in the draft of a city’s Housing Element. View existing drafts here, and learn more about housing site analysis at HCD’s Inventory of Suitable Land page.

Groundtruthing information and site suggestions will be recorded by the Campaign for Fair Housing Elements, and Groundtruthing information will be forwarded to HCD. You can also email HCD your findings directly at housingelements@hcd.ca.gov, and copy the Campaign at info@fairhousingelements.org.
